Welcome to VIII Intercontinetal Camping of Youth (ICY) in the World Social Forum, the Pangéia Camp.
This is the place of convergence and meeting of innumerable movements, groups and persons that build, with their actions, the resistance to the dominator capitalist hegemony.
The camping, within the process of the World Social Forum, is a core of symbolic building and resistance which materializes the debates of the WSF (World Social Forum) in actions that reaffirm the urgency of another possible world. The intention is to establish new actions among the society and to guide the debate about the necessity of joint actions in order to face all and any kind of discrimination and/or exploration.
The back of the WSF to Brazil and the fact about Belém hosts the event for the first time is a mark for the current environmental, social and political context which Amazon is inserted, consequently the capital of Pará can be considered a symbol of resistance and a “laboratory” of deep changes in many ways.
In 8th edition, the Intercontinental Camping of Youth (ICY) has modified and has diversified itself. Hosted by Rural Federal University of Amazon (UFRA), which occupies an area around 66 hectares, its territory might be considered the WSF geographic heart. The Pangéia Camp intends to proportionate an effective integration among Belém city, participants and, of course, ideas.
The space conception of the 8th ICY prioritizes the relationship among people, as much in the day-by-day as in the accomplishment of activities. All the participants are challenged to figure out solutions for the daily problems of an organized community sharing responsibilities to the sustenance of this experience. The practice of self management must be understood by the camped through the originals forms of organizations, and more than that, must be led out of Pangéia camp, as during the WSF as after it, in order to, through concrete actions, become another world possible.

HOW DOES THE ICY WORK?

The Intercontinental Camping of Youth, called Pangéia Camp will be realized in the Rural Federal University of Amazon (UFRA), addressed in Perimetral Avenue during January 27th to February 1st and it will count on participation of militants and people of the civil society around the entire world.
The camping consists as an environment of dialogues among the diversity of persons, movements and organizations which are enrolled on its building. The main goal is to demonstrate that the changes we want for the world start from our attitudes and from the relationships who we establish day-by-day. It is about a common effort, a live manifestation, colorful and plural, of the Movements of the movements´ existence and of its capacity of mobilization and interlinking.
The occupation of that area was planned to favor the decentralization and diversification, allowing many happenings centers, as much programmed as spontaneous. The “doing” is the main element of the resistance to the capital´s hegemony. Here, it applies, for example, in the great part of the spaces, non-conventional techniques which minimize the environmental impact, main concern of the structure.

Self-Management
The Self-management begins with the principle that all persons are able to debate public lectures and develop solutions to the problems that difficult the conviviality. People are all transformers agents, there responsible for their spaces. All the participants manage, decide and execute decisions in an equality plan, without hierarchies in the process. The self-management of the ICY is understood based in the point of organizing in communities.
Here, in Pangéia Camp, you are not only a camped. You decide about its functioning and execute your decisions. You build the space that you use and you are responsible for the actions and reactions that proportionate a conscientious and selflessness occupation. Since where you are camped, through your social movement, until the spaces where the events will happen and still organizing the functioning of the Camping at all, through the voluntary participation of the services. In this way there are creations of building´s bonds which increase the new way of making politics that does not imitate the unequal and individualists’ relationships of the capitalism.
Those enrolled to ICY gain automatically the right to participate of the World Social Forum´s activities and those enrolled to Forum can participate of the Camping´s activities, they cannot camp, though.

HOW TO JOIN THE CAMPING?
You can join the camping not only as camped but also suggesting activities, being a volunteer, organizing or joining in a mobilization regional center and still in an Organizer Committee through the commissions.

CAMPED
The camping consists in a space of practices and debates; and suggests the exercise of the self-management, therefore, all camped are responsible for the space of the camping, helping with the environmental, security and management points. In order to camp is necessary to register when you had arrived, but you can do it previously on-line. There are not vacancies reserves, the space is occupied at the same time when you arrive and it is eased by specific persons who orientate and solve your doubts.

ACTIVITIES
The activities that will be realized within the programming were suggested for groups and individuals that supported and participated of its building. They can be activities, meetings, mobilizations, direct actions, or organizing activities for thematic spaces. To know more, send an e-mail to acampamento@fs2009amazonia.org.

COMMITTEE AND COMMISSIONS
The committee is a collective space constituted in Belém and formed by individuals, movements and groups. For those who are far, the long-distance participation is guaranteed by the lists of discussion where the projects are debated.

MOBILIZATIONS CENTERS
They are organized spaces in any place where exists the will to debate and to practice the proposals of the Forum and of the Camping. There are centers created in Rio de Janeiro, São Paulo, Paraná and in Northeast. You can contact these centers in order to enroll or if your city does not have anyone, you can contact the Committee and you can create one for your city.

VOLUNTEERS
You can enroll the Camping as a volunteer; just send an e-mail to acampamento@fsm2009amazonia.org.br, informing the sector that you wish to enroll and your contacts in Belém.

HOW TO JOIN IN THE INTERNATIONAL CAMPING OF YOUTH STAFF?

The real spirit of the Camping inhabits those who during the period of the Forum work hard to make up this experience better for all.
The experience of who works as volunteer in the Camping cannot be compared with the experience of who only attends it. In this collective space of building we have the chance to learn how to work in self-managed environments, challenging the ways that we are used to work.
Each volunteer can enjoy this opportunity to help in sectors that has affinity, either because already works regularly or because has curiosity in some lecture. Working together with who knows and needs help, the volunteers might change this hard work period in a deep training that makes possible to improve the knowledge about techniques which are not taught in traditional courses.

PRACTICES AND CONCEPTS

THE CONCEPT OF CAMPING
Since it has exceeded the idea of a simple alternative camping to the youth with attends the Forum´s activities, The Intercontinental Camping of Youth has inaugurated a new perspective of reinvention of live and political relationship in society. Afterwards, when planning the physical and conceptual occupation in a territory, allowing the population joins the process of thinking a human nesting, The Intercontinental Camping of Youth has been becoming a laboratory of changers social practices.
Each edition, men and women of all ages, all origins and different groups and social movements question the day-by-day capitalist, its ways and values, involving in buildings of permanents alternatives. Also it is an opportunity to individuals, groups and social movements get related building material convergences than only cultural and strategic.
The camping is a common effort, a live manifestation, plural and colorful of The Movements of the movements’ existence and its capacity of mobilization and interlinking. It is the great meeting of an extreme dispersed and diverse community. The ideal moment to produce the greatest common symbolic references strengthening our purpose as community.
In This edition the Camping is going to be realized within the Rural Federal University of Amazon´s (UFRA) campus, offering those enrolled a graceful experience in the rainforest.
All those enrolled who wish to build an another world possible must be concerned about the ecosystem and the impacts of this Camping in the university´s animals and plants .Each participant needs to assume the responsibility of his/her garbage and always use biodegradable products (soaps, clean products, etc.)

WORLD SOCIAL FORUM´S CHARTER OF PRINCIPLES
The committee of Brazilian organizations that conceived of, and organized, the first World Social Forum, held in Porto Alegre from January 25th to 30th, 2001, after evaluating the results of that Forum and the expectations it raised, consider it necessary and legitimate to draw up a Charter of Principles to guide the continued pursuit of that initiative. While the principles contained in this Charter - to be respected by all those who wish to take part in the process and to organize new editions of the World Social Forum - are a consolidation of the decisions that presided over the holding of the Porto Alegre Forum and ensured its success, they extend the reach of those decisions and define orientations that flow from their logic.

1. The World Social Forum is an open meeting place for reflective thinking, democratic debate of ideas, formulation of proposals, free exchange of experiences and interlinking for effective action, by groups and movements of civil society that are opposed to neoliberalism and to domination of the world by capital and any form of imperialism, and are committed to building a planetary society directed towards fruitful relationships among Humankind and between it and the Earth.

2. The World Social Forum at Porto Alegre was an event localized in time and place. From now on, in the certainty proclaimed at Porto Alegre that “another world is possible”, it becomes a permanent process of seeking and building alternatives, which cannot be reduced to the events supporting it.

3. The World Social Forum is a world process. All the meetings that are held as part of this process have an international dimension.

4. The alternatives proposed at the World Social Forum stand in opposition to a process of globalization commanded by the large multinational corporations and by the governments and international institutions at the service of those corporations interests, with the complicity of national governments. They are designed to ensure that globalization in solidarity will prevail as a new stage in world history. This will respect universal human rights and those of all citizens - men and women - of all nations and the environment and will rest on democratic international systems and institutions at the service of social justice, equality and the sovereignty of peoples.

5. The World Social Forum brings together and interlinks only organizations and movements of civil society from all the countries in the world, but it does not intend to be a body representing world civil society.

6. The meetings of the World Social Forum do not deliberate on behalf of the World Social Forum as a body. No-one, therefore, will be authorized, on behalf of any of the editions of the Forum, to express positions claiming to be those of all its participants. The participants in the Forum shall not be called on to take decisions as a body, whether by vote or acclamation, on declarations or proposals for action that would commit all, or the majority, of them and that propose to be taken as establishing positions of the Forum as a body. It thus does not constitute a locus of power to be disputed by the participants in its meetings, nor does it intend to constitute the only option for interrelation and action by the organizations and movements that participate in it.

7. Nonetheless, organizations or groups of organizations that participate in the Forums meetings must be assured the right, during such meetings, to deliberate on declarations or actions they may decide on, whether singly or in coordination with other participants. The World Social Forum undertakes to circulate such decisions widely by the means at its disposal, without directing, hierarchizing, censuring or restricting them, but as deliberations of the organizations or groups of organizations that made the decisions.

8. The World Social Forum is a plural, diversified, non-confessional, non-governmental and non-party context that, in a decentralized fashion, interrelates organizations and movements engaged in concrete action at levels from the local to the international to build another world.

9. The World Social Forum will always be a forum open to pluralism and to the diversity of activities and ways of engaging of the organizations and movements that decide to participate in it, as well as the diversity of genders, ethnicities, cultures, generations and physical capacities, providing they abide by this Charter of Principles. Neither party representations nor military organizations shall participate in the Forum. Government leaders and members of legislatures who accept the commitments of this Charter may be invited to participate in a personal capacity.

10. The World Social Forum is opposed to all totalitarian and reductionist views of economy, development and history and to the use of violence as a means of social control by the State. It upholds respect for Human Rights, the practices of real democracy, participatory democracy, peaceful relations, in equality and solidarity, among people, ethnicities, genders and peoples, and condemns all forms of domination and all subjection of one person by another.

11. As a forum for debate, the World Social Forum is a movement of ideas that prompts reflection, and the transparent circulation of the results of that reflection, on the mechanisms and instruments of domination by capital, on means and actions to resist and overcome that domination, and on the alternatives proposed to solve the problems of exclusion and social inequality that the process of capitalist globalization with its racist, sexist and environmentally destructive dimensions is creating internationally and within countries.

12. As a framework for the exchange of experiences, the World Social Forum encourages understanding and mutual recognition among its participant organizations and movements, and places special value on the exchange among them, particularly on all that society is building to centre economic activity and political action on meeting the needs of people and respecting nature, in the present and for future generations.

13. As a context for interrelations, the World Social Forum seeks to strengthen and create new national and international links among organizations and movements of society, that - in both public and private life - will increase the capacity for non-violent social resistance to the process of dehumanization the world is undergoing and to the violence used by the State, and reinforce the humanizing measures being taken by the action of these movements and organizations.

14. The World Social Forum is a process that encourages its participant organizations and movements to situate their actions, from the local level to the national level and seeking active participation in international contexts, as issues of planetary citizenship, and to introduce onto the global agenda the change-inducing practices that they are experimenting in building a new world in solidarity.
Approved and adopted in São Paulo, on April 9, 2001, by the organizations that make up the World Social Forum Organizing Committee, approved with modifications by the World Social Forum International Council on June 10, 2001.

WORK GROUPS STAFF

WORK GROUP OF SUPPLIYNG
The Work Group of Supplying will be responsible for the spaces of feeding (Food halls, University Restaurants, Canteens) as well as it will be responsible for the Sales Fair.

WORK GROUP OF COMMUNICATION
The Work Group of Communication will be responsible for the press (as commercial as alternatives/independents press). Its function is to give support to news about the ICY. It intends to publish the developed activities during the event, as to camped as to society.

WORK GROUP OF CULTURE
The Work Group of Culture will be responsible for the many cultural activities developed during the ICY as well as to give support to the camped who want to develop their own cultural activities.

WORK GROUP OF INFRASTRCUTURE
The Work Group of Infrastructure will be responsible for the physical structures and patrimony within the ICY campus. Its work is to give support to the activities developed by the camped and by other Work Groups.

WORK GROUP OF ENVIRONMENT
The Work Group of Environment aims at the control of the developed activities support within the Camping, as well as to guide the camped not to develop environmental destruction activities.

WORK GROUP OF METHODOLOGY
The Group of Methodology will develop during the ICY the work to organize the camped in order to allow they themselves manage the space of ICY and the better ways of saving each space.

WORK GROUP OF HEALTH
The work group of Health takes care of the health of the enrolled through preventive and curative actions to contend diseases yonder first aid and medical and deontological care.

WORK GROUP OF SECURITY
The Work Group of Security takes care of the physical integrity of the camped ones and guarantees that there are not damages to the UFRA´s physical infrastructure.

THE BASIC INFRAESTRUCTURE OF THE PANGÉIA CAMPING

All the place of the camping is divided in sub-territories, and the caravans will be lodged in these areas according to the number of participants. Surely these territories have water and electrical energy. To attend the demand of showers, there were created two structures in two places, that means, three hundreds showers at all.

SECURITY
The security will be supported by the National Security about the blockade of the tracks in the campus in order to not harm the camped if they get lost or not registered persons get in.
Take care of your things and be careful with not registered persons walking at the tents ´places. We suggest that you lock your tent when you are absent and protect your money, documents or valuable objects. The Security is also a practice of the self-management. Share this responsibility with your neighbors.
In Belém city, the police security is made possible by the Military Police (PM), supported by the National Forces during the WSF. Like any city, you must be careful when you are going out at night, mainly if you are a foreign person.
We respect the freedom of all, it is important to remember that drugs are illegal in Brazil, however. If you have any problem about it, you will be responsible for your acts.

TRANSLATION
Translators volunteers are essential to make the camping a real international space. If you have knowledge about any foreign language or if you want to join in a foreign language activity, contact the translation group within the translation space, which will work in the Camping.
The work languages used in the Camping are: Portuguese, Spanish, English and French. Other languages might be available. The translator volunteers are using a special identification badge indicating what idiom he/she speaks, so you can identify them easily.
Written Translation: Mainly to the Camping Press and some activities.
Oral Translation: The Work Group of Translation planned some activities using oral translators to support the activities´ staffs and the participants.

ENVIRONMENT
Everybody in the Camping has to has a healthy relationship with the nature and has the responsibility to minimize the environmental impact caused for everyone in the university.
REDUCE YOUR GARBAGE PRODUCTION
Avoid using non-recyclable products or products containing excessive of packaging.
Use your cup.
Organize your garbage!
Recycle and reuse products.

GARBAGE
The waste separation is a political action that, besides saving the nature, also promotes social inclusion and obtaining income. In the Intercontinental Camping of Youth the rubbish bins are identified by colors.
The green rubbish bins must be used for recyclable trash as: plastic, glass, metal, eraser, paper, etc.
The brown rubbish bins must be used for organic trash: “erva-mate”, cigarettes, toilet tissue, etc.
And the yellow ones must be used for cell phone batteries and stacks, which are composed by heavy metals and other dangerous substances.

PAY ATTENTION SMOKERS!!
Throw out your cigarettes butts in the orange rubbish bin.

Guamá River Preservation
The Work group of Environment has created a Campaign of orientation and sensitization to destine a specific place to the garbage, which is will be informed during the event. Support the Guamá River Preservation, which involves UFRA; do not throw out garbage on the river.

Showers and Bathrooms
There are 300 showers distributed in two different places, 120 chemical bathrooms, yonder dried bathrooms distributed to the camped in the Environment´s space. The chemical bathrooms will be distributed in the places of activities.

Feeding
There is a feeding area around 400 m² with many options of food, vegetarian food, local cuisine, PF (instantaneous food), snacks, etc, besides a Food Hall and the University Restaurant, a canteen, and other registered food-sellers.

Handicrafts and Sales
There are an area around 10m x 15m to sales of handicraft and other products of the necessities of the camped ones.

Health
To the event there are four CIS (Integrated Centers of Services) within UFRA. These units will be ready for a 24h care attendance with a simultaneous space for 10 persons and are ready for any emergency, including with venomous animals.

Curumin-Erê Space
Within UFRA, there is the Curumin-Erê Space, in front of the University Rectorship, for 0-15 years old children. From age 16, the teenagers can participate in the ICY´s debates.

Care Tips to the Camped:
Belém is very hot during the entire year, so avoid the excessive exposition to the sunrays, use hat and solar filter. Drink water a lot and eat light foods. Always wear shoes and light clothes. Do not forget to use condom!!!

Convergences Tent / Meeting the People
Space to perform activities that add converging interests of various social movements. Capacity: 250 people.
Free Cultural Tent / Argonauts
Tent of self and cultural activities. Capacity: 70 people.

House of Communication – Zoo technical Building
Area focused on communication, trying to break the pattern of the current model of communication with a proposal to make community and collaborative communication. In this area converge all movements that want to work the International Youth Camp (IYC) to perform work-related communication.

Black Youth Tent / Black Movement
Area toward ethnic theme with various activities related to the process surrounding the Afro-Brazilian population. Capacity: 70 people.

Health Tent / Green Space Vague World
Area of debates and health care. Capacity: 150 people.

Tent of Student Movement
Area to discuss the integration of young people in political and social youth movement, and its performance with the company. Capacity: 70 people.
Hip Hop Town
Space supports the culture of resistance of Hip Hop Culture that grows on the periphery, and has as its bias social escape valve for rescue and inhibit the integration of our young people in the world of crime, a factor which makes the Hip Hop Culture a key element for the ICY 2009. Capacity: 70 people.

Spaces of the Camping

Food Hall
Availability environment with a diverse cuisine.
Community Radio
Area focused on one main axis of area of influence of large groups of communication, the radio. In this space we intend to work the concept of community radio, in practice, with the creation and implantation of both the material, itself as Work Group of Communication the many social movements and participants of HIJ stack holders, without forgetting the population of the surrounding territory of the WSF.
Laboratory Digital Art- Culture
Space to raise support for debate by the “free knowledge” to break the capitalist paradigm about knowledge. This space is to create an atmosphere of debate toward the new technologies of Free Software and Hardware, scientific knowledge, science and popular knowledge.

Area of Free Fair
In the area of sales, ICY 2009 are to create an environment that can sustain than the most basic needs of the campers, but also supports the popular crafts of the region. Capacity: 15 stands.

UFRA Gym
Accreditation, registration and distribution of material from IYC, with attendance of 3 people simultaneously.

Reception
Information´s area and guidance of camped. Register for accreditation of volunteers, with attendance of 10 people simultaneously.

Security Tent
Environment for guidance, awareness campaigns and orientation of volunteers.

Small Amazon
Composed of several areas of activities, discussions and reflection. Environment of convergence of various environment and alternative movements.

Vegetarian Moving
Area of exhibition, composed of panels and showing of films.

ISC – Integrated Service Center
Post of health care with staff and the corps of firefighters, with the capacity to care for 10 people simultaneously.

Peace Village
The proposed peace village is to be a space for the convergence of movements and groups that work with the vision of ecology, movement of common units, economy, agro ecology, perm culture, arte education and culture of peace. With a history of participation in the last four WSF’s (Galactic – POA/ 2003 Tent, Caravan Ahimsa – Mumbay/ 2004, Peace Village – POA/2005 and Caracas in 2006) the consolidation of the WSF Space World Spiritual is materialized, this time in Belém do Pará.
The village includes statements work with Tran disciplinary character, applying in practice the tools for the construction of this new possible world, shifting its focus from science, art and spirituality.
The Peace Village will have a schedule starts at 6:30 in the morning with yoga and physical exercises, closing at 22:00 pm around the central fire.

We scheduled this programming according to the tents, spaces and rooms which host the activities proposals for groups and people who, with you, build this intercontinental camping of youth. Be alert about what activity you want to join in and GOOD ACTIVITIES!

CULTURAL PROGRAMMING

ATISTIC INTERVENTIONS
During the period of the ICY there will be everyday tributes to the native artists, poets and writers particularly: some actors will be dressed as cultural personages reciting poetries, while other actors will walk dressed as personages of urban and amazons’ legends. These legends will remain the nights.

CINE-CLUB
From January 28th to February 1st, you can see movies in the ICY rooms at 3:00 P.M until 10:00 P.M. In Cine-Pangéia you can see movies and documentaries from the entire world, notice the artistic production in regions out of the commercial axis and reflect about the world you live in.

FREE PROGRAMMING
The cultural activities are present every time in Pagéia Camp and the official programming will be only a little part of the whole activities to be developed. The officials programming will finish at 10:00 P.M. at the moment that the space of camping is closed only to the camped. At the moment which the officials programming end, the spaces used are only allowed to the development of artistic activities suggested by the camped. To inscribe your activity in the official spaces, you must contact the Work Group of Culture Staff during the day to register the activity in order to receive support for it. The activities registration are free.

Aiming to attend the demand of the World Social Forum, the Transport Company of Belém (CTBel) drafted a plan that envisages increasing the fleet of buses that will operate in places where programmed activities will happen for the event.

The fare for the special lines will be the same as has been charged in the public transport of Belém, R$ 1.70. Meanwhile, the Airport-center line will be formed by micro-buses equipped with air conditioning. Therefore, the rate being charged is specific and have the value of R$ 2.80, similar to line Belém / Mosqueiro, which now also works with a price differential of the other lines of Belém.

Fluvial lines will be implemented joining Mosqueiro, Icoaraci, Cotijuba and Outeiro to a terminal in the area of UFPA/UFRA. These two decisions, however, need definition about the pact and contract to be confirmed.

TAXI
Belém relies on a large fleet of taxis formed by particular business and autonomous professionals. We recomend to opt for taxis that make part of cooperatives (marked with the logo of the company or cooperative).

The CTBel (Transport Company of Belém) will also list 150 taxis, that will attend to the event participants. The principal criterion to the enlist of the taxi drivers is that the taxi driver has participated of the capacitating course realized by Belemtur. Also in transportation area, is foreseen the circulation of taxis with predeterminated tariffs in the places of the Forum realization. The taxi driver must obey the tabled values, that will be annexed in strategic points of event realization.
